In 1989, the Highway Expansion Fee ('HEF') was introduced and adopted by the E-470 Public Highway Authority Board of Directors and implemented in Segment I in 1989 by E-470. It was implemented for Segments II, III, and IV in 1993 and 1995 respectively, as construction commenced.
The Highway Expansion Fee is imposed on new construction within the HEF boundaries. The boundaries are one and one-half miles (1.5) on each side of the E-470 centerline, or a total width of three (3) miles (covering E-470's 47 miles from Interstate 25 at C-470 south, to Interstate 25 just south of 160th Avenue, north).
The HEF is a fee to address the amount of traffic a new development will place on E-470. The highway expansion fee is used for operation, maintenance, and expansion of E-470.
HEFs are based on five land use categories: single family residential, multi-family residential, retail, office and industrial. The fees are also determined per quarter section, based on the distance from an E-470 interchange or centerline.
A HEF is collected by the appropriate jurisdiction at the time of building permit issuance.
